An evaluation and analysis was conducted of the capacity of “High Relief Committee - HRC” (at the Prime Minister’s Office) to fulfill its mandate in light of recent and emerging changes. The study was divided in two parts and included: - I. Capacity Assessment
- Desk Review: The review of all existing documents relevant for the task
- Creating questionnaires and conducting meetings and interviews with senior staff and other stakeholders
- Synthesizing and analyzing the data collected & finalizing assessment
- II. Disaster Risk Reduction
- Assessing the broader context for Disaster Relief
- Focus on the institutional aspects of Disaster Relief Management
